WHY MEMBERSHIP?
It is the taxpayers of the City of Harrisburg who are lacking fair and active representation in regard to Harrisburg’s financial matters. DEBT WATCH HARRISBURG seeks to bring together taxpaying members of the Harrisburg community in order to constitute taxpayers’ concerns and interests about what will happen in the years to come.
These collective concerns and interests can only be represented by City of Harrisburg taxpayers; therefore, DEBT WATCH HARRISBURG can only be an organization of these taxpayers. As stakeholders, they must have independent say in the financial decisions being made in the agencies and the courts that will rule our collective fate.

WHO ARE MEMBERS?
- Anyone who pays real estate taxes in Harrisburg. (**if you rent, you may still qualify by paying Earned Income taxes**)
- Anyone who pays Earned Income taxes to the City of Harrisburg.
- Anyone who is required to pay Business Privilege/Mercantile Taxes to the City of Harrisburg.
Sorry, no elected official, please. However, Committee people who are otherwise eligible for membership are able to join. These people, though elected, are party officials and not public officials. Public officials, both elected and appointed, are still ineligible for membership.
